Hayward First Agenda
As Mayor, I am committed to putting Hayward residents first. I will focus on residents’ needs and work toward a stronger future.
Overview
I’m running for Mayor because I believe Hayward’s best days shouldn’t be in the rearview mirror.
It’s time to bring the focus back home. Join me in building a Hayward where seniors stay, businesses thrive, and our graduates lead the way.
About me
Meet Tom Wong: His Vision for a Safer, More Affordable Hayward
Hayward is more than just the “Heart of the Bay”—it is our home. But for our city to truly thrive, we need leadership that moves beyond the status quo and settles for nothing less than excellence. I am running for Mayor because I believe Hayward families deserve a city that is as hardworking and dedicated as they are.

Why I'm Running
I am a Hayward businessman, public-safety professional, investigative journalist, and candidate for Mayor.
I have approximately 30 years of experience in private security and five years in public safety. As a small-business owner, I understand what it takes to make payroll, manage rising costs, create jobs, and be accountable for difficult financial decisions. My experience has shaped my belief that City Hall should be held to the same standards of responsibility and accountability.
I earned a degree in Administration of Justice from Skyline College and have continued my education in business, aviation, public safety, and law. I am currently a student in the University of London Master of Laws (LLM) programme, studying international business law.
As an investigative journalist and publisher, I have focused on local government, public spending, development, public safety, and accountability. That work has strengthened my belief that residents deserve transparency and a meaningful voice in the decisions affecting their community.
I am running for Mayor because I believe Hayward needs a different direction. My top priority is stopping further data-center expansion in Hayward. I will also pursue every lawful option available to the City to reduce, restrict, or ultimately eliminate existing data-center operations where legally possible.
Hayward’s land, electricity, water, and infrastructure are valuable resources. I believe those resources should support development that creates good local jobs, strengthens our economy, and provides meaningful benefits to the people who live here.
I believe Hayward should be a city where businesses invest in people, not simply a place to warehouse servers and consume enormous amounts of infrastructure.
My approach is simple: Hayward First. I will bring my experience in business, public safety, journalism, and education to City Hall and fight for decisions that put the people of Hayward first.
my vision
Invest in Hayward, Invest in You
Housing for Hayward families, not land giveaways to Big Tech.
Big Tech wants Hayward's land, water, and power — and families will pay the price. While billion-dollar companies consume enormous resources, seniors and working families face higher bills and fewer resources for what? Windowless warehouses with few permanent jobs, built on land our community needs for housing. Hayward deserves housing for families, not land giveaways to Big Tech.
Seniors Stay
Taxes Go
Our seniors built this city. We will protect them with targeted property tax freezes and senior exemptions so they aren't priced out of the homes they love.
Secure Hayward Streets
We aren't just adding more officers; we’re adding more police detectives to close cases and keep our streets and properties safe.
Chabot College Pipeline
My administration will mandate a Hire Local policy for city contracts and create a fast-track "Job Bridge" for Chabot graduates.
Lowering the Burden
We will cap utility costs for residents and offer zero-interest loans for local start-ups to spark innovation right here at home.
Why Me
I am Committed to Excellence
Excellence in Public Safety
We will go beyond basic patrols by adding more officers and dedicated detectives to our force. My commitment is to a safer Hayward where streets are secure, parks are restored for families, and every crime is investigated with the professional rigor our community deserves.
Excellence in Affordability & Stability
I am committed to protecting the "Heart of the Bay" by ensuring our seniors can afford to stay in their homes. By capping utility costs and lowering the tax burden, we will provide the financial stability Hayward families need to thrive in 2026 and beyond.
Excellence in Local Opportunity
We will build a "Hayward First" economy by launching zero-interest loans for start-ups and keeping Hayward Dollars in our neighborhood businesses. Our commitment to excellence includes a direct pipeline to hire local Chabot College graduates, ensuring our best talent stays right here at home.
